Headlee Override Proposal

The Monroe County Community College Board of Trustees, in its exercise of its statutory duties and in order to best serve the needs of the College and its students and community, proposes a Headlee Amendment Override to Monroe County voters on Nov. 5, 2024. If approved, the proposal would fully restore MCCC's current operational millage to its 1980-approved levy.

The proposal will ask voters if the limitation on the amount of taxes that may be levied against all taxable property by Monroe County Community College should be increased by .0706 mills ($.0706 per $1,000 of taxable value) for the years 2025-2029 in order to restore the college's ability to fully levy the 2.25 mill operational levy that has subsequently been reduced to 2.1794 pursuant to the Headlee Amendment to the Michigan Constitution. 

While a Headlee override has been discussed by MCCC officials in the past, this is the first time voters will be asked to consider the change and have an opportunity to restore the operating millage to the original approved amount of community support for the county's community college. The revenue raised from property tax for the college supports general operations to maintain the student-focused, affordable, quality higher education and other learning experiences MCCC provides for residents, as well as provides funding for the college to continue to improve and add opportunities. 

The additional .0706 mills would raise about $535,912 in its first year and mean up to $7.06 annually to the owner of a home with a taxable value of $100,000.
